SMALL CITIES COMMITTEE

MINUTES

MONDAY, MARCH 21, 2011


The meeting was called to order at 5:45 p.m. for the purposes of discussing and establishing policies for the review of Small Cities projects.

Present were Chair Drake Waldron, Councilors Marie Solani and Paul Samele, Bob Caliolo and Peter Testa both of L. Wagner Associates and Corporation Counsel Ernestine Yuille Weaver.

On a motion by Councilor Soliani seconded by Councilor Samele, the Committee established a loan to value ratio of 80%. This means that L. Wagner will not bring for consideration to the committee loan requests where the equity and the loan value exceed 80%. Further, the Committee would be presented with the scope and budget of the project.

On a motion by Councilor Soliani seconded by Councilor Samele, the Committee established a policy rejecting any project that has a reverse mortgage.

On a motion by Councilor Samele seconded by Councilor Soliani, the Committee established a policy whereby change orders on projects already recommended by the Committee and approved by the Council would be submitted directly to the Council for approval of payment.

On the process for the review of emergency projects, the committee requested that if time is of the essence, that the Committee meet telephonically and that the Council also meet telephonically. The 80% loan to value ratio is not applicable to emergency projects.

On a motion by Councilor Soliani seconded by Councilor Waldron, the Committee voted to accept L. Wagner’s recommendation to use Boston Lead Company (located in Middletown, CT) for lead testing on Small Cities projects.

There being no other business upon a motion by Councilor Solani seconded by Councilor Samele, the meeting adjourned at 6:25p.m.
